Metropolitan University Prague, o.p.s.
General Information
MUP Internal Grant System (MUP IGS) was established by Metropolitan University Prague to support research projects that combine research and academic activities as well as projects that are aimed at student research and publication activities and international research cooperation. Every year, among other activities, MUP Centre for Research Support announces an Internal Student Grant Competition for MUP Master's and Ph.D. students, as well as MUP full-time academic employees and IIR researchers. MUP full-time Ph.D. students and MUP full-time academic employees may become Researchers. The research teams may be joined by MUP Master's and Ph.D. students, MUP academic employees, and IIR researchers. In case the Researcher is a Ph.D. student, his/her supervisor has to be a member of the research team. The number of Ph.D. or Master's students shall be greater than or equal to the number of other members in the relevant research team.
Annually, MUP applies for specific university research funds provided from the budget chapter of the Ministry of Education, Youth and Sports of the Czech Republic. At the same time, MUP increases the MUP IGS budget by using its own financial resources. This amount is determined annually in accordance with the decision of MUP Board of Trustees with regard the amount of funds received from the specific university research funds.
Project Duration: 1 - 3 years
Project Commencement: 1 March of the calendar year following the announcement of the grant competition
Project Completion: at the latest by 31 December of the relevant calendar year
MUP Grant Committee shall supervise the Student Grant Competition and the progress and fulfilment of its individual research projects.
MUP Grant Committee
MUP Grant Committee shall consist of 5 members. The term of office of the Committee shall be 3 years. The Committee shall be appointed by MUP Rector. The Head of the Committee shall be MUP Head of the Centre for Research Support. The Committee shall make decisions by majority vote of all its appointed members. The Committee shall meet at least twice a year. Under exigent circumstances (particularly in case of problems with completing certain tasks of the grant project) the Head of the Committee may convene an extraordinary meeting.
In case the conditions under which the grant was approved are breached, the Committee is entitled to suspend the grant project. The Committee shall define the amount of funds allocated to individual grant projects; the decision of the Committee is final. The decision shall be published on MUP website. The applicant shall also be notified in writing.
Evaluation
Project Proposals shall be evaluated by MUP Grant Committee based on the value of the research value of the project, its anticipated contribution, relevant expert qualification of the Applicant and his/her research team, and the adequacy of the requested funds with regard to the preferred research topics. The Grant Committee may request an expert opinion on the Project Proposal to this effect.
Project Financing and Budgetary Management
Approved projects shall be financed from 1 March of the relevant calendar year. Financial resources shall be allocated per calendar year, i.e. the first amount before 31 December of the relevant calendar year. Financial resources for the following calendar year (applicable only for projects longer than one calendar year) shall be allocated to the Researchers upon submitting annual reports on the fulfilment of the project objectives to the Committee by the end of February of the calendar year that follows after the calendar year relevant for the Annual Report. Allocated funds shall be used before the date of project completion.
When using financial resources from the budget categories of "Travel Expenses", "Services", and "Material Expenses", it is possible to transfer the resources during each individual calendar year of the research project between the above mentioned budget categories without submitting a prior request. These changes shall be made in accordance with the objectives of the research project. The total amount of financial resources allocated to these categories for a calendar year shall not be exceeded. The Researcher is obliged to archive all notifications of changes for his/her personal use in appropriate manner. It is necessary to indicate all changes in allocation of the financial resources, including their justification, in both the Annual Report and the Final Report. This rule does not apply to the Overall Personal Expenses category. Upon the completion of the research project, all materials purchased from the grant financial resources shall be transferred into the ownership of the department of the researcher.
Salary appropriations shall be allocated up to a maximum annual amount of CZK 20.000 per researcher/team member, in total for all IGS-supported grant projects in which the researcher/team member participates, regardless of the proposed amount of remuneration stated in the Project Proposal. Salary appropriations shall be evenly divided throughout all calendar years of the project duration.
The proportion of personal expenses related to the participation of Ph.D. students in the role of Researchers or members of research teams and of Master's students in the role of members of research teams in the student grant project in the category of "Overall Personal Expenses" or other eligible expenses of the student research project, shall amount to a minimum of 60 %.
When purchasing literature with the use of IGS financial resources, the Researcher shall follow the guidelines issued by the MUP Vice-Rector for Pedagogic Activities or, as the case may be, the guidelines of MUP Library of Jiří Hájek stipulating the relevant methods and deadlines for purchase of books.
Project Schedule
In the Project Proposal, the Researcher shall indicate a project schedule (cf. information on research progress in section B). During the course of the project, the Researcher is obliged to list all changes, including their justification, in both the Annual Report and the Final Report.
Progress and Finance Monitoring of the Grant Project
MUP Grant Committee continuously monitors the progress of the research projects, the fulfilment of the project schedule, and the use of allocated financial resources. The Annual Report, submitted to the Grant Committee by the Researcher at the end of the second or, as the case may be, the third calendar year of the project duration, serves the same purpose. Changes in research teams are only possible on the basis of a written request of the Researcher submitted to and approved by the Head of the Committee.
Grant Termination
An External Assessor Committee shall decide on successful completion of the grant project based on the external assessment proceedings. The document to be assessed by external assessors is the Final Report on the progress of the grant project that shall be submitted by the Researcher, with particular emphasis on the objectives of the project listed in the Project Proposal. Report on Management of Financial Resources and Report on Final External Assessment Proceedings of the Project form an essential part of the Final Report.
During the final external assessment the Researcher shall submit the publications (at least a proof that the publications have been accepted for consideration) that have resulted from the research project. The publications should correspond to the results listed in the Project Proposal.
The External Assessor Committee consists of three members. The members of the External Assessor Committee are: one prominent expert in the relevant field of research who is neither an academic employee of MUP nor a researcher at IIR; one expert from a relevant department; and one representative of the Grant Committee. The project shall have two external assessors (at least one of them has to be a member of a different MUP department or a different, yet relevant, institution). The External Assessor Committee is subject to approval by MUP Grant Committee. The members of the External Assessor Committee may not be involved in the project preparation and/or research.
Grant Suspension
On account of failure to comply with the above stated conditions, the Head of the Grant Committee may suspend the project and propose its early termination to the Committee. An extraordinary meeting of the Grant Committee shall be convened to decide on grant suspension.
Application Submission
Grant applications may be submitted by any MUP full-time Ph.D. student or any MUP full-time academic employee (hereinafter referred to as the "Applicant"), who shall become the Researcher of the project in case it is approved. Should the Researcher be an academic employee who is not an MUP Ph.D. student, he/she has to include Master's or Ph.D. students in his/her research team. All researchers or members of the research teams who are not MUP employees shall sign an "Agreement to Complete a Job" ("dohoda o provedení práce" in Czech) with MUP for the duration of the grant project. The Project Proposal shall be signed by both the Applicant and the Head of the relevant MUP department. The Applicant is responsible for the quality of the proposed project, for the financial arrangements, and for compliance with employment legislation. It is required that the budget for any proposed IGS project with duration of two or three calendar years be, if possible, equally divided; this applies particularly to salary appropriations. All project proposals shall be submitted in one hard copy and in one electronic copy to MUP Head of Centre for Research Support before the date stated in the IGS MUP Internal Student Grant Competition announcement for the relevant calendar year. The amount of funds allocated for one project for the entire duration of research is: CZK 50.000 - 240.000, maximum CZK 80.000 for each year of the project. The amount of financial resources per project stated in the announcement of the IGS MUP Internal Student Grant Competition may be subject to change.
The structure of the research team and the number of its members shall correspond to the objectives of the project, its anticipated contents, and the extent of the proposed research.
The Committee shall consider the proportionality of funds including the requested salary appropriations. As a part of the Project Proposal, the Applicant shall submit a list of expert qualifications of research team members that are relevant to the proposed project. Each project shall have a publication registered in the Information Register of Research and Development Results. All publications shall indicate that the project was accomplished with financial support from MUP IGS and include the project number. The project number shall be provided to the Researcher in writing together with the approval of the project. In case of a recurring Project Proposal the Applicant shall provide information on publications resulting from the preceding IGS projects. In case of further IGS applications, the failure to submit the anticipated results shall constitute grounds for exclusion of the Project Proposal. The project proposal forms are available at MUP website in the "Scientific Activities" section and on MUP Extranet.
