Social state is a dominant form of the European welfare system today and it is a result of various historical processes and developments. However, it is still subject to numerous changes and transformations. Social systems and policies represent an integral part of the social state with all its drawbacks and benefits.

Social state that executes well-designed policies and provides balanced social systems for its citizens or any other entities that benefit from its protection should exist in a form of a strong state. A strong state is associated with commitment to social order, justice, security, equality of citizens. The harmonious combination of the freedom of everyone with the freedom of others is only possible in a developed civil society.
